Defining rights and verifying results before any promise.

The NOVASCEND research paper, version 2 of October 2026, describes an architecture that is still hypothetical. Its rights, accounts and effects must be specified and checked before its mechanisms can be presented as established.

Conditions for implementation

Four conditions, checked before any mechanism is presented as established.

They apply to every part of the vision: the community dividend, freedom of activity, residents’ role in decisions and the way the story is told. Each one names what must be defined, demonstrated or evaluated, and by whom.

Defined rights

Specify in each country who owns the assets, who benefits from the services and any distributions, which authorities decide and what redress is available.

A demonstrated surplus

Establish verifiable accounts and fund maintenance, obligations and reserves before any dividend. Amounts from internal simulations are not promised returns.

Real checks and balances

Separate the operator, the community fund, public authorities and audit; guarantee the freedom to leave the city, choose other providers and transfer one’s data.

Evaluated effects

Compare results with the stated objectives and with alternative solutions, publish the gaps and correct what does not work. The status of projects and the evidence available are presented in Deployment.

The research explores a “G equation” and a Utopia Index to track living conditions, capabilities, resources and the quality of institutions. These are not established impact results: their criteria should be public, debated and tested against independent data. They would not be used to score individuals.

Where the evidence is kept

Following these conditions over time.

The site keeps the status of each project, the figures it publishes and the questions people ask in three places.
